I often see sites which illegally distribute copyright-protected content (torrents and alike) using .to
domain name (which belongs to Kingdom of Tonga).
I would like to know:
Is there there an online piracy inducing law climate in Tonga (i.e. online piracy is legal and/or not prohibited by law)?
Could hosting in Tonga protect a "content-sharing" site from being shutdown?

Could be just "torrents" = ".to". Like there are people suggesting to UK companies they shouldn't only register .co.uk but also .uk.co (somewhere in Columbia) in case customers with room temperature IQ get confused.
