Inspired by (lack of answers to) another question of mine.
I often see sites which illegally distribute copyright-protected content (torrents and the like) using .to
domain name (which belongs to Kingdom of Tonga).
I would like to know:
Is there an online piracy-inducing law climate in Tonga (i.e. online piracy is legal and/or not prohibited by law)?
Could hosting in Tonga protect a "content-sharing" site from being shut down?

Could be just "torrents" = ".to". Like there are people suggesting to UK companies they shouldn't only register .co.uk but also .uk.co (somewhere in Columbia) in case customers with room temperature IQ get confused.

Keep in mind that the domain name of a website does not necessarily have any correspondence to where the site is hosted (i.e. where the servers storing its data are physically located).

You can find the Laws of Tonga online in English (which is an official language of Tonga). The Copyright Act offers copyright protection that seems generally similar to the copyright laws of large developed nations. Copyright holders may sue infringers for damages (section 28), and wilful infringement is a crime punishable by a fine of up to TOP 20000 (currently around 9000 USD) and imprisonment for up to three years.
Tonga has also signed the Berne Convention.
